AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before national elections.
Study Shows Consistent Bias in AI Suggestions
The four chatbots tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog explained in a report published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The vice-chair of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she emphasized.
“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
Netherlands citizens vote on 29 October in an election that will be keenly observed across the continent for the showing of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.
All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
